Arctic Vessel Monitoring, Geofencing & Alert Awareness
Summary
Arctic Geofencing is an advanced Arctic Maritime Domain Awareness & Management system that capitalizes and enhancing Automatic Identification System (AIS) geofencing and alert notification technology, integrating into the unclassified PACTRACS system used by USCG District Seventeen.
This project seeks to extend the Arctic Vessel Monitoring Geofencing/Alert Awareness project, initially funded in ADAC Program Year 5, by providing enhanced command and control features that improve on the original goals of monitoring and alert awareness developed for the unclassified Marine Exchange PACTRACS system (which is a commercial mariner application). As CG OneView 3.0, is USCG’s determined common operating picture, which now displays both terrestrial and satellite AIS data, there is a need for a geofencing/alert awareness application that supports Coast Guard planning and command and control decision making tasks which easily integrates into CG OneView.
In addition, new geofencing capabilities could be implemented with the research outcomes developed in the Arctic Domain Awareness Center’s project Arctic all-Hazards GIS Platform. The Geofencing/Alert Awareness project oriented to USCG CG OneView in ADAC Program Year 6 focused on the development of requirements and application design.
The project will result in a geofence prototype that can be integrated into the current CG One View version/edition, which will allow users to ability to create, display, share, and manage static and dynamic geofences. In addition, planners and operators will receive alerts via the CG One View display. Operators will have the ability to define and display geofences and receive notifications via the CG One View console, either visually or textually.
The objectives of this project are to use the CG OneView application architecture and leverage the previous year’s Marine Exchange implementation to explore the human computer interface (HCI) features that facilitate efficient geofence creation, re-use, modification, deletion, and alert notification, which can be especially challenging in an information overloaded environment. Although this project will focus on Arctic maritime operations, the results should enhance geofencing capabilities in CG OneView and USCG mission command and control in general.
